The situation of the Lao-Hmong populations in the "special zone" of Saysomboune and in the jungle of the province of Bolikhamsay remains extremely alarming, according to reliable information received lately by the Lao Movement for Humans Right (LMHR).

The international media, indeed, stated that the authorities of the Lao People's Democratic Republic (RDPL) increased their murderous repression against these thousands of men, women and children, who have tried to survive for 30 years in the forests and the mountains of these two regions, leading a group of 242 people to surrender to the authorities on October 6th, 2005, at Ban NaYaa, district of Muang Xang, province of Bolikhamxay.

The Lao Movement for Humans Right remains extremely worried by the fate of these Lao civilians, opposed to the totalitarian regime. The leaders of the unique Party cynically continue to deny the existence of these thousands of people, in majority from the Hmong ethnic group, who have been tracked, pursued, famished and eliminated day after day since 1975.

According to recent informations, since September, the police and the army of the LPDR have been after Lao citizens, suspected ' ' of having cooperated with foreign journalists and people of the jungle ". Arbitrary arrests, "violent" interrogations, tortures and peremptory execution were reported, in particular since the diffusion by the French public television (France 2 and TV5) of a poignant documentary film on the martyrdom and the inhuman sufferings inflicted by the LPDR government to these Lao-Hmongs populations.

The LMHR is particularly worried by the fate of the 242 people who had just given themselves to the authorities in the province of Bolikhamsay, in the hope to escape from death. As usual, the totalitarian regime kept silence on the fate of these women, men and as children, and only an urgent and voluntary intervention from the international community will be able to save the life of these people in distress.

Facing this unacceptable situation, the LMHR solemnly asks the Lao authorities to put an end to this campaign of repression belonging to another age against the Lao-Hmong, to immediately stop the attacks against the civilian population, and to give access of these people to the representatives of the United Nations and other international humanitarian organizations.

The LMHR urges the international community -- the European Union and its 25 Member States, the UN, the United States, the ASEAN and Japan, in particular -- so that concrete and urgent measures are taken, in order to force the LPDR government to stop its discriminatory policy towards the ethnic minorities of Laos, and to respect the basic rights of the Lao people

La situation des populations Lao-Hmong dans la "zone spéciale" de Saysomboune et dans la jungle de la province de Bolikhamsay demeure extrêmement préoccupante, selon des informations fiables parvenues ces derniers jour au Mouvement Lao pour les Droits de l’Homme (MLDH).

Les médias internationaux indiquent en effet que les autorités de la République Démocratique Populaire Lao (RDPL) ont accru leur répression meurtrière contre ces milliers d'hommes, de femmes et d'enfants, qui tentent de survivre depuis 30 ans dans les forêts et les montages de ces deux régions, amenant un groupe de 242 personnes à se rendre aux autorités, le 6 octobre, à Ban NaYaa, district de Muang Xang, province de Bolikhamxay.

Le Mouvement Lao pour les Droits de l’Homme reste extrêmement préoccupé par le sort de ces civils laotiens, opposés au régime totalitaire, d'autant plus que les responsables du Parti unique continuent cyniquement de nier jusqu'à l'existence de ces milliers de personnes, en grande partie à l'ethnie Hmong, traqués, pourchassés, affamés et éliminés jour après jour depuis 1975.

Selon des informations récentes, depuis le mois de septembre, la police et l'armée de la RDPL s'en étaient pris aux citoyens laotiens, soupçonnés ''d'avoir coopéré avec des journalistes étrangers et avec les gens de la jungle". Arrestations arbitraires, interrogatoires "musclés", tortures et exécutions sommaires ont été ainsi signalées, en particulier depuis la diffusion par la télévision publique française (France 2 et TV5) d'un reportage poignant sur le calvaire et les souffrances inhumaines infligées par le régime à ces populations Lao-Hmongs.

Le MLDH est particulièrement préoccupé par le sort des 242 personnes qui venaient de se rendre aux autorités dans la province de Bolikhamsay, dans l'espoir d'échapper à la mort. Car, comme à son habitude, le régime totalitaire a gardé le silence sur le sort de ces femmes, hommes et enfants, et seule une intervention urgente et volontaire de la communauté internationale pourra sauver la vie de ces personnes en détresse.

Face à cette situation inacceptable, le MLDH demande solennellement aux autorités laotiennes de mettre fin à cette campagne répression d'un autre âge contre les Lao-Hmong, d'arrêter immédiatement les attaques contre la population civile, et de permettre l'accès de ces personnes aux représentants des Nations Unies et d'autres organisations humanitaires internationales.

Il lance un appel pressant à la communauté internationale -- à l’Union Européenne et ses 25 Etats membres, à l’ONU, aux Etats-Unis, à l'ASEAN et au Japon, notamment-- afin que des mesures concrètes et urgentes soient prises, en vue de contraindre le gouvernement de la RDPL à arrêter sa politique discriminatoire envers les minorités ethniques du Laos, et à respecter les droits fondamentaux du peuple laotien.
